Alameda's Economic Forecast
2021 has been a year of transition and repair. We're coming back and we have some critical issues to address in the community.At the Alameda Economic Forecast, we'll go over the issues that mean the most to your and your business including the affordable housing crisis.
Last year's online event garnered a lot of attention and was very well attended. This year will be online as well and we hope you will join us for the information you need to know.
We have some of the brightest minds in leadership discussing the current and future economic outlook for the area. This year, more than ever, understanding what's on the horizon for Alameda as we move beyond the virus and work on ensuring diverse voices are heard and appreciated is incredibly important to anyone doing business or living in this great city.

![]() In the California Senate, Skinner serves on eight committees and is chair of the Public Safety Committee and the Public Safety Budget Committee. She has authored two landmark criminal justice reform laws, opening up police misconduct records for the first time in 40 years and overhauling California's felony murder rule. She also has authored laws to address California's housing crisis and protect the environment and cut greenhouse gas emissions. And in 2019, she authored the Fair Pay to Play Act, SB 206, which made California the first in the nation to allow college athletes to earn money from their name, image, and likeness. Senator Skinner is a past member of the East Bay Regional Park District board, a former small business owner, and an advocate to increase the number of women in elected office. She served on the Board of the East Bay Women's Political Caucus and launched the statewide Women in Power Pac to support Democratic women. |

![]() Dr. Jon Haveman is the Executive Director of the National Economic Education Delegation (NEED). He is a noted California economist, where he has been practicing since 2001. He has a reputation for providing audiences with edible economic information that is readily useful in their work and private lives. Prior to starting NEED, Jon was a principal at Marin Economic Consulting, a founding principal at Beacon Economics and the Director of the Economy Program at the Public Policy Institute of California. He has been a Senior Economist with the President's Council of Economic Advisers, an Economist with the Federal Trade Commission, and held a faculty position in the Business School at Purdue University. Dr. Haveman an expert on economic policy issues and speaks regularly at events across California. His more than 400 talks have covered a wide range of policy topics as well as addressing the state of the U.S., California, and Bay Area economies. Dr. Haveman holds a Ph.D and Master of Science in Economics from The University of Michigan and a Bachelor of Science in Economics from the University of Wisconsin. |

![]() Lois Butler manages the City of Alameda?s Economic Development and Community Services Division. She is responsible for growing Alameda?s tax and employment bases through the diligent pursuit of business retention, expansion, and attraction efforts, related real property development, tourism support, façade and art grants administration, and workforce development. She also oversees social services and homeless programs. Combined, she has nearly four decades of experience in corporate retail and economic development. Ms. Butler has a unique understanding of both business and community needs. Prior to joining the City of Alameda in 2016, Ms. Butler was the Director of Architecture and Construction at Men?s Wearhouse, where she oversaw the development of more than 1,000 store projects across North America. She has held government positions with the cities of Oakland, Reno, and Hayward, and Lawrence Berkeley National Laboratory. |

![]() Matt Regan is Senior Vice President of Public Policy whose responsibilities include promoting the Bay Area Council?s legislative and political agendas at the local, state and federal levels. Matt has lead responsibility for the Council?s federal, state and local government relations work and oversees a four-person team focused on 21st century energy and communications infrastructure and water policy. Matt has over 15 years experience working in the political arena and prior to joining the Bay Area Council, Matt worked as a contract lobbyist, an in house Government Affairs specialist for a large bank, a State Assembly legislative aide and a field organizer for several high profile elections across the Bay Area. |

Andrew has a master?s in City Planning from UC Berkeley and is a member of the American Institute of Certified Planners. |
![]() Laura Thomas is a fourth-generation Californian and that's why housing and the loss of community stability has inspired her to become active with Renewed Hope starting in 1999. She grew up in Oakland and graduated from UC Berkeley in journalism. She spent 30 years working as a reporter on several Northern California newspapers and for U.S. News and World Report, finishing at the San Francisco Chronicle. Laura has lived in Alameda for 37 years and raised her two daughters here. Her daughters wish they could afford a home to live in and raise families somewhere in the East Bay. ![]() Adam Elsesser co-founded Penumbra in Alameda in 2004, where he serves as President, Chairman, and CEO. Mr. Elsesser received his B.A. from Stanford University and earned his law degree from Hastings College of the Law. He became a partner at a law firm before deciding to put his talents to work in the medical device industry. Mr. Elsesser served as President and CEO of Smart Therapeutics ? a company that developed the first intra-cerebral stent. At Penumbra, Adam oversees a team of 4000 employees who design, develop, and manufacture medical devices that help patients suffering from stroke and other neurovascular diseases. A fun fact about Adam is.....he enjoys cooking. |
![]() Joann Guitarte Joann Guitarte is a small/mid business owner who has over 20 years of entrepreneurship experience in retail, event promotions, and restaurant. She has opened and owned businesses in San Francisco, Berkeley, and Alameda. Alameda is home to her most famous business, Café Jolie, which has been an Alameda favorite since 2012. Her passion for food, fashion, art, and lifestyle has pushed her to create various businesses targeted toward inspiring the community and economic equity. ![]() Abby Goldware Potluri is the Director of Housing Development at MidPen Housing based in San Mateo, California. Abby provides strategic guidance and supervision for a team of project managers and associate project managers managing affordable housing developments throughout the East Bay. Since joining MidPen in 2008, she has contributed to the development of over 1,000 affordable homes, including 160 units at Half Moon Village in Half Moon Bay and 185 units at Kottinger Gardens in Pleasanton. Through her work on these two projects in particular, Abby has developed an expertise in multi-phased redevelopment projects and understands how to approach resident relocation, plan for phasing, and complete complex transactions with HUD and other public entities. Abby is well-versed in affordable housing finance, entitlements and planning, and design and construction. She brings experience working collaboratively with public partners to create and implement new programs that will benefit the property and its residents. Abby holds a B.A. from Clark University in Worcester, Massachusetts. She also attended the London School of Economics and Political Science. |
![]() Xiomara Cisneros is the housing manager of housing affordability for the Chan Zuckerberg Initiative (CZI). As part of CZI?s commitment to ensuring access to safe, stable and affordable housing, the team works with community leaders, advocates, researchers, policy makers, and investors to help more people find housing that meets their needs. Her experience includes various roles in community outreach and project management in the land use and commercial real estate industry, both in the nonprofit and private sector. Prior to joining the CZI, she was director of Bay Area Council?s housing policy initiative. Her experience also includes overseeing the public affairs program for Universal Paragon, managing the community engagement and entitlement strategy for some of the largest mixed-use developments in the San Francisco Bay Area. She is a graduate of the Lorry I. Lokey School of Business at Mills College and of UCLA. She sits on several board and committees, including: the Housing Advocacy Coalition; San Mateo County?s Housing Leadership Council; ULI?s Housing the Bay Steering Committee; San Francisco?s Community Investment Fund Advisory Board; and City of Alameda?s Planning Board. |
